Futures rise ahead of consumer spending report

NEW YORK (AP) ? Stock futures are rebounding after last week's lackluster economic growth numbers sent investors scrambling for the door.

Dow Jones industrial futures are up 41 points to 14,690. The broader S&P futures have added 4.5 points to 1,581. Nasdaq futures are up 10 points to 2,840.50.

The earnings season continues, though Monday is light on reports, with Chrysler posting before the stock market opens and Express Scripts reporting after the closing bell.

Markets are awaiting the personal income and spending report, which is due from the Commerce Department at 8:30 a.m. Eastern.

Economists surveyed by FactSet expect that spending was unchanged in March from February, after rising 0.7 percent in February. Incomes are expected to have increased 0.4 percent.

NYC Angels Grab Market Share

detail_crunchbase 2Looking forward to this week’s Disrupt NY 2013, we used the CrunchBase dataset to surface regional trends in U.S. angel funding. Not surprisingly, we found?relatively few metros with a substantial number of angel funded?companies and?the San Francisco Bay Area continues to be a formidable presence. But take a look at NYC (in red) – they’ve gone from 12 percent of the angel deals in 2008 to 20 percent in 2013. In fact, NYC appears to the only region with growing market share. What’s more surprising about NYC’s angel activity is that it is not reflected in its general share of venture rounds. When we looked at non-angel investments we found NYC’s share of activity to be relatively flat since 2008. It’s not clear to us what’s driving this, but we suspect others will have some good theories and that brings us to the data behind the graphs. To avoid our own?Reinhart and Rogoff debacle, we’re publishing all of the data behind these charts. In fact, we’re publishing a significant portion of the CrunchBase dataset in Excel for everyone to slice and dice.     Homeland security chairman: FBI checking training angle in bombing

    WASHINGTON (AP) ? The chairman of the House Homeland Security Committee said Sunday that the FBI is investigating in the United States and overseas to determine whether the suspects in the Boston Marathon bombing received training that helped them carry out the attack.

    Dzhokhar Tsarnaev, 19, is charged with joining with his older brother, Tamerlan, who's now dead, in setting off the shrapnel-packed pressure-cooker bombs. The bombs were triggered by a remote detonator of the kind used in remote-control toys, U.S. officials have said.

    U.S. officials investigating the bombings have told The Associated Press that so far there is no evidence to date of a wider plot, including training, direction or funding for the attacks.

    A criminal complaint outlining federal charges against Dzhokhar Tsarnaev described him as holding a cellphone in his hand minutes before the first explosion.

    The brothers are ethnic Chechens from Russia who came to the United States about a decade ago with their parents.

    "I think given the level of sophistication of this device, the fact that the pressure cooker is a signature device that goes back to Pakistan, Afghanistan, leads me to believe ? and the way they handled these devices and the tradecraft ? ... that there was a trainer and the question is where is that trainer or trainers," said Rep. Michael McCaul, R-Texas, on "Fox News Sunday."

    "Are they overseas in the Chechen region or are they in the United States?" McCaul said. "In my conversations with the FBI, that's the big question. They've casted a wide net both overseas and in the United States to find out where this person is. But I think the experts all agree that there is someone who did train these two individuals."

    Rep. Adam Schiff, D-Calif., a member of the House Intelligence Committee, said he thought it's "probably true" that the attack was not linked to a major group. But, he told CNN's "State of the Union," that there "may have been radicalizing influences" in the U.S. or abroad. "It does look like a lot of radicalization was self-radicalization online, but we don't know the full answers yet."

    On ABC's "This Week," moderator George Stephanopoulos raised the question to the chairman of the House Intelligence Committee about FBI suspicions that the brothers had help in getting the bombs together.

    "Absolutely, and not only that, but in the self-radicalization process, you still need outside affirmation," responded Rep. Mike Rogers, R-Mich.

    "We still have persons of interest that we're working to find and identify and have conversations with," he added.

    At this point in the investigation, however, Sen. Claire McCaskill said there was no evidence that the brothers "were part of a larger organization, that they were, in fact, part of some kind of terror cell or any kind of direction."

    The Missouri Democrat, who's on the Senate Homeland Security and Governmental Affairs Committee, told CBS' "Face the Nation" that "it appears, at this point, based on the evidence, that it's the two of them."

    Homemade bombs built from pressure cookers have been a frequent weapon of militants in Afghanistan, India and Pakistan. Al-Qaida's branch in Yemen once published an online manual on how to make one.

    Tamerlan Tsarnaev was an ardent reader of jihadist websites and extremist propaganda, officials have said. He frequently looked at extremist sites, including Inspire magazine, an English-language online publication produced by al-Qaida's Yemen affiliate.

    In recent years, two would-be U.S. attackers reported receiving bomb-making training from foreign groups but failed to set off the explosives.

    A Nigerian man was given a mandatory life sentence for trying to blow up a packed jetliner on Christmas Day 2009 with a bomb sewn into his underwear. Umar Farouk Abdulmutallab had tried to set off the bomb minutes before the Amsterdam-to-Detroit flight landed.

    The device didn't work as planned, but it still produced smoke, flame and panic. He told authorities that he trained in Yemen under the eye of Anwar al-Awlaki, a radical American-born cleric and one of the best-known al-Qaida figures.

    A U.S. drone strike in Yemen killed al-Awlaki in 2011.

    In 2010, a Pakistani immigrant who tried to detonate a car bomb in New York's Times Square also received a life sentence. Faisal Shazad said the Pakistan Taliban provided him with more than $15,000 and five days of explosives training.

    The bomb was made of fireworks fertilizer, propane tanks and gasoline canisters. Explosives experts said the fertilizer wasn't the right grade and the fireworks weren't powerful enough to set off the intended chain reaction.

    A dissident Roman Catholic group ordained a 70-year-old woman a priest in Louisville, Kentucky, during a ceremony attended by hundreds on Saturday.

    About 150 women from all over the world have been ordained in defiance of the Roman Catholic Church that bans them from becoming priests.

    Rosemarie Smead will be starting her own congregation and she told Reuters she is not worried about being excommunicated.

    "It is a medieval bullying stick the bishops used to keep control over people and to keep the voices of women silent,? she said. ?I am way beyond letting octogenarian men tell us how to live our lives."

    Smead, a former Carmelite nun with a bachelor's in theology and a doctorate in counseling psychology, wept throughout the ceremony.

    According to a recent New York Times/CBS News poll, seventy percent of U.S. Catholics believe women should be allowed to be priests.

    In a statement last week, Louisville Archbishop Joseph E. Kurtz called the planned ceremony by the Association of Roman Catholic Women Priests a "simulated ordination" in opposition to Catholic teaching.

    "The simulation of a sacrament carries very serious penal sanctions in Church law, and Catholics should not support or participate in Saturday's event," Kurtz said.

    Bulgaria's center right on track for election win: poll

    SOFIA (Reuters) - Bulgaria's center-right GERB party is on course for election victory on May 12 despite resigning from the government after mass protests against low living standards in February, a poll showed on Sunday.

    The state-funded NPOC survey put ex-premier Boiko Borisov's GERB at 23.6 percent and the Socialists at 17.7 percent. On this basis, however, a hung parliament looked likely since a party needs over 43 percent of votes for a majority.

    Tens of thousands of people took to the streets in the European Union's poorest country in anger over corruption, rising unemployment and high utility bills, prompting the resignation of Borisov's government.

    Analysts say the unrest galvanized GERB supporters while protesters failed to form a single political group to challenge its position. The Socialists have failed to gain from the discontent since may protesters were unhappy with the whole political class, not just GERB.

    Support for GERB was also largely unaffected by charges against four senior interior ministry officials for mishandling wiretapping equipment and data, which prosecutors said could have resulted in illegal surveillance of politicians and businessmen.

    The nationwide survey, conducted between April 19 and 25, showed backing for the ethnic Turkish MRF party fell slightly to 6.0 percent in April from 6.5 percent a month earlier.

    The biggest beneficiary from the nationwide protests in February was the far-right Attack party, whose support was 4.9 percent in April, up from 1.2 percent two months ago.

    Attack's pledges of nationalizations, higher taxes for the rich and to revoke foreign concessions for gold and water have alarmed some investors.

    Police investigate baby found on Oahu beach

    HONOLULU (AP) ? Authorities are investigating why a baby girl was found abandoned on a Hawaii beach hours after birth.

    State Department of Human Services Director Patricia McManaman says the newborn was abandoned immediately after birth.

    Police say a woman parked at Sandy Beach in east Honolulu sometime between 11 p.m. Sunday and midnight heard several people screaming. A few minutes later the screaming stopped and the woman heard a baby crying.

    She walked toward the ocean and saw an infant on the sand. The woman took the baby to a hospital. Police are investigating the case as endangering the welfare of a minor and child abandonment.

    McManaman says the baby was born full term and was found naked. She says the 8-pound newborn is doing well and drinking formula at a hospital.

    Summit Wrestling, Inc. Holds Fundraiser to Benefit Team - Summit ...

    SUMMIT, NJ - Summit wrestling is strong and getting stronger. That was the theme of the fundraiser held Saturday by Summit Wrestling, Inc., a 501(c) 3 organization that provides funding for the Summit High School wrestling team. Summit wrestling, as described in the program for the evening, is ?where we build men with your help.?

    The high school team this year included A.J. Iarrusi, who placed sixth in the state, wrestling in the 220-pound weight class and Nick Abbott, wrestling in the 132-pound weight class, who was county champion this year and district champion in his sophomore and senior years. Iarussi is bound for the Wharton School of Business at the University of Pennsylvania where he was recruited to play football, and Abbott is heading to Bucknell to continue
    wrestling.

    After the 1994 season, funding for the Summit High School wrestling program was eliminated due to budget constraints. Into the void stepped Summit Wrestling, Inc., an organization operated fully by parents of high school and up-and-coming wrestlers. As a result, there is a strong wrestling program in Summit from the recreational level, through the middle school (which is partially funded by the board of education), to the high school. The Board of Education does provide funding for the high school wrestling coach but all ancillary costs fall under the umbrella of Summit Wrestling Team, Inc., including such costs as transportation to and fees associated with tournaments, as well as paying referees in the competitions. The organization also pays the salary of the middle school wrestling coach.

    Anthony Ferrante, the head coach of the Summit High School wrestling team is proud that individuals on the team this year fared well, naming Iarussi and Abbott as standouts. He noted that the fact that wrestling is not supported by the school system negatively impacts the program. However, he feels that wrestling in Summit ?has strong roots in the community and will continue to come back strong.?

    According to Jim Abbott, the treasurer of Summit Wrestling, Inc., the organization raises approximately $20,000 annually. It accomplishes this through this yearly fundraiser, through cheesecake sales, and by charging admission to wrestling matches. A goal this year is to raise $8,000 to pay for the rental of a bus to transport the team to competitions. Until then, parents will continue to carpool the wrestlers.

    Trish Cassin and Beth Gramigna, co-presidents of the Summit Boosters Club, presented Summit Wrestling, Inc. with a check in the amount of $2,000. They both have children in the high school who participate in a ?myriad of sports.? The Summit Boosters Club funds several sports teams through grants. The club raises money partly through selling Summit Spirit Wear at the Hilltop Shop in downtown Summit.

    Entertainment for the evening was provided by Summit Sounds. A buffet dinner was provided by La Pastaria Restaurant and its owners Lynn and Philip Angelo, whose son Philip is an 8th grade wrestler in the middle school. Philip Angelo Senior is on the board of Summit Wrestling Inc. and emceed the fundraiser.

    Paul Dineen, a recreation coach in Summit, addressed the crowd and stated that ?everything positive in his life came from wrestling.? He promoted wrestling as a teaching tool that builds great kids who go on to be successful in college and beyond. According to Dineen, ?no athlete works harder than a wrestler. It is an amazing achievement to complete a wrestling season.?

    The final speaker was Summit resident Clinton Matter, who was a high school All-American wrestler. This year, he mentored the high school wrestling team. Matter explained that ?wrestling is a means to an end. It alters the trajectory kids, teaching young men to be passionate about something constructively and consistently. This passion can be replicated in all areas of life.

    Corporate sponsors of the event were La Pastaria Restaurant, Hilltop Burgers & Fries, Dr. Philip Delli Santi, The Grand Summit Hotel/The Hat Tavern, DeBary Inn, and the Broadway Diner. Among the raffle prizes were Yankee tickets, tailgate provisions for 25, and wrestling lessons from Iarussi and Abbott.

    The research paper, to be presented at one of the world's most important conferences on human-computer interfaces, will introduce the term 'shape resolution' and its ten features, to describe the resolution of an interactive device: in addition to display and touch resolution.

    The research, led by Dr Anne Roudaut and Professor Sriram Subramanian, from the University of Bristol's Department of Computer Science, have used 'shape resolution' to compare the resolution of six prototypes the team have built using the latest technologies in shape changing material, such as shape memory alloy and electro active polymer.

    One example of a device is the team's concept of Morphees, self-actuated flexible mobile devices that can change shape on-demand to better fit the many services they are likely to support.

    The team believe Morphees will be the next generation of mobile devices, where users can download applications that embed a dedicated form factor, for instance the "stress ball app" that collapses the device in on itself or the "game app" that makes it adopt a console-like shape.

    Dr Anne Roudaut, Research Assistant in the Department of Computer Science's Bristol Interaction and Graphics group, said: "The interesting thing about our work is that we are a step towards enabling our mobile devices to change shape on-demand. Imagine downloading a game application on the app-store and that the mobile phone would shape-shift into a console-like shape in order to help the device to be grasped properly. The device could also transform into a sphere to serve as a stress ball, or bend itself to hide the screen when a password is being typed so passers-by can't see private information."

    By comparing the shape resolution of their prototypes, the researchers have created insights to help designers towards creating high shape resolution Morphees.

    So where are we getting the idea that many Americans are not waiting for retirement before they hit their savings?? Well, that would be Wall Street Cheatsheet, which points out that:? Amid stagnant wages and rising expenses, more Americans are raiding their retirement accounts.

    And with all the billions in liquidity that the Federal Reserve appears to be pumping into the financial system ? at record levels, no less ? no much of that liquidity is reaching its intended target.? As Americans are getting "tapped out," they are resorting to tapping their retirement accounts ? before their retirement.? Every broker and adviser needs to ascertain what changes have occurred in the lives of their customers and clients, and whether the firm's profiles need to be revised.? Managers and supervisors should work closely with their charges and review all findings.?

    It probably would be best to design a standard template for all personnel to fill out.? This will ensure consistency of information and facilitate reviews.?

Yet the conventional narrative ? in which their 1953 Nature paper led inexorably to the Human Genome Project and the dawn of personalized medicine ? is as misleading as the popular narrative of gene function itself, in which the DNA sequence is translated into proteins and ultimately into an organism's observable characteristics, or phenotype.

    Sixty years on, the very definition of 'gene' is hotly debated. We do not know what most of our DNA does, nor how, or to what extent it governs traits. In other words, we do not fully understand how evolution works at the molecular level.

    That sounds to me like an extraordinarily exciting state of affairs, comparable perhaps to the disruptive discovery in cosmology in 1998 that the expansion of the Universe is accelerating rather than decelerating, as astronomers had believed since the late 1920s. Yet, while specialists debate what the latest findings mean, the rhetoric of popular discussions of DNA, genomics and evolution remains largely unchanged, and the public continues to be fed assurances that DNA is as solipsistic a blueprint as ever.

    The more complex picture now emerging raises difficult questions that this outsider knows he can barely discern. But I can tell that the usual tidy tale of how 'DNA makes RNA makes protein' is sanitized to the point of distortion. Instead of occasional, muted confessions from genomics boosters and popularizers of evolution that the story has turned out to be a little more complex, there should be a bolder admission ? indeed a celebration ? of the known unknowns.

    DNA dispute
    A student referring to textbook discussions of genetics and evolution could be forgiven for thinking that the 'central dogma' devised by Crick and others in the 1960s ? in which information flows in a linear, traceable fashion from DNA sequence to messenger RNA to protein, to manifest finally as phenotype ? remains the solid foundation of the genomic revolution. In fact, it is beginning to look more like a casualty of it.

    Although it remains beyond serious doubt that Darwinian natural selection drives much, perhaps most, evolutionary change, it is often unclear at which phenotypic level selection operates, and particularly how it plays out at the molecular level.

    Take the Encyclopedia of DNA Elements (ENCODE) project, a public research consortium launched by the US National Human Genome Research Institute in Bethesda, Maryland. Starting in 2003, ENCODE researchers set out to map which parts of human chromosomes are transcribed, how transcription is regulated and how the process is affected by the way the DNA is packaged in the cell nucleus. Last year, the group revealed that there is much more to genome function than is encompassed in the roughly 1% of our DNA that contains some 20,000 protein-coding genes ? challenging the old idea that much of the genome is junk. At least 80% of the genome is transcribed into RNA.

    Some geneticists and evolutionary biologists say that all this extra transcription may simply be noise, irrelevant to function and evolution. But, drawing on the fact that regulatory roles have been pinned to some of the non-coding RNA transcripts discovered in pilot projects, the ENCODE team argues that at least some of this transcription could provide a reservoir of molecules with regulatory functions ? in other words, a pool of potentially 'useful' variation. ENCODE researchers even propose, to the consternation of some, that the transcript should be considered the basic unit of inheritance, with 'gene' denoting not a piece of DNA but a higher-order concept pertaining to all the transcripts that contribute to a given phenotypic trait.

    Court orders detention of Bosnia federation head in graft probe

    SARAJEVO (Reuters) - A Bosnian court on Sunday ordered that the president of the country's autonomous Muslim-Croat federation and four other officials be detained for a month after prosecutors said they took bribes to arrange pardons for convicts.

    Federation President Zivko Budimir was arrested on Friday along with 19 others in the most high-profile anti-corruption drive in Bosnia since independence more than two decades ago.

    In handing out the month-long detentions, the court said it believed that both Budimir and his co-accused aide Petar Barisic might try to flee the country because they held Croatian passports, a court spokeswoman said.

    She added that the three other officials were being held because the court was concerned they could obstruct the investigation and influence accomplices and witnesses.

    Lawyers for the accused said they would appeal against Sunday's ruling.

    Budimir's Party of Justice and Trust condemned what it called "meddling in politics by the state prosecution" and described his arrest as a "a show of strength put on for the sake of the public."

    The arrest of Budimir, who holds top executive powers, looks likely to exacerbate a political crisis that blew up last year when he refused to approve a government reshuffle and the appointment of judges to the constitutional court.

    The police said 10 government officials were among the 20 people arrested on Friday. Several of the others were suspected drug traffickers with alleged links to officials.

    Under a U.S.-brokered peace deal to end the 1992-95 war, Bosnia was split into two autonomous regions joined by a relatively weak central government - the federation and the Serb Republic - each of which enjoys a high degree of autonomy.

    Lawmakers: Syria chemical weapons could menace US

    WASHINGTON (AP) ? Syria's stockpile of chemical weapons could be a greater threat after that nation's president leaves power and could end up targeting Americans at home, lawmakers warned Sunday as they considered a U.S. response that stops short of sending military forces there.

    U.S. officials last week declared that the Syrian government probably had used chemical weapons twice in March, newly provocative acts in the 2-year civil war that has killed more than 70,000 people and displaced hundreds of thousands more. The U.S. assessment followed similar conclusions from Britain, France, Israel and Qatar ? key allies eager for a more aggressive response to the Syrian conflict.

    President Barack Obama has said Syria's likely action ? or the transfer of President Bashar Assad's stockpiles to terrorists ? would cross a "red line" that would compel the United States to act.

    Lawmakers sought to remind viewers on Sunday news programs of Obama's declaration while discouraging a U.S. foothold on the ground there.

    "The president has laid down the line, and it can't be a dotted line. It can't be anything other than a red line," said House Intelligence Committee Chairman Rep. Mike Rogers, R-Mich. "And more than just Syria, Iran is paying attention to this. North Korea is paying attention to this."

    Added Sen. Saxby Chambliss, R-Ga.: "For America to sit on the sidelines and do nothing is a huge mistake."

    Obama has insisted that any use of chemical weapons would change his thinking about the United States' role in Syria but said he didn't have enough information to order aggressive action.

    "For the Syrian government to utilize chemical weapons on its people crosses a line that will change my calculus and how the United States approaches these issues," Obama said Friday.

    But Rep. Jan Schakowsky, an Illinois Democrat, said Sunday the United States needs to consider those weapons. She said that when Assad leaves power, his opponents could have access to those weapons or they could fall into the hands of U.S. enemies.

    "The day after Assad is the day that these chemical weapons could be at risk ... (and) we could be in bigger, even bigger trouble," she said.

    Both sides of the civil war already accuse each other of using the chemical weapons.

    The deadliest such alleged attack was in the Khan al-Assal village in the Aleppo province in March. The Syrian government called for the United Nations to investigate alleged chemical weapons use by rebels in the attack that killed 31 people.

    Syria, however, has not allowed a team of experts into the country because it wants the investigation limited to the single Khan al-Assal incident, while U.N. Secretary-General Ban Ki-moon has urged "immediate and unfettered access" for an expanded investigation.

    One of Obama's chief antagonists on Syria, Sen. John McCain, R- Ariz., said the United States should go to Syria as part of an international force to safeguard the chemical weapons. But McCain added that he is not advocating sending ground troops to the nation.

    "The worst thing the United States could do right now is put boots on the ground on Syria. That would turn the people against us," McCain said.

    His friend, Sen. Lindsey Graham, R-S.C., also said the United States could safeguard the weapons without a ground force. But he cautioned the weapons must be protected for fear that Americans could be targeted. Raising the specter of the lethal bomb at the finish line of the Boston Marathon, Graham said the next attack on U.S. soil could employ weapons that were once part of Assad's arsenal.

    "Chemical weapons ? enough to kill millions of people ? are going to be compromised and fall into the wrong hands, and the next bomb that goes off in America may not have nails and glass in it," he said.

    Rogers and Schakowsky spoke to ABC's "This Week." Chambliss and Graham were interviewed on CBS's "Face the Nation." McCain appeared on NBC's "Meet the Press."
