NEW DELHI (AP) ? Indian police have charged six men with murder, adding to accusations that they beat and gang-raped a woman on a New Delhi bus two weeks ago in a case that shocked the country.
The murder charges were laid Saturday, hours after the woman died in a Singapore hospital, where she had been flown for treatment.
New Delhi police spokesman Rajan Bhagat said the six face the death penalty if convicted, in a case that has triggered protests across India for greater protection for women from sexual violence, and raised questions about lax attitudes by police toward sexual crimes.
The tragedy has forced India to confront the reality that sexually assaulted women are often blamed for the crime, forcing them to keep quiet and discouraging them from reporting it to authorities for fear of exposing their families to ridicule. Police often refuse to accept complaints from those who are courageous enough to report the rapes, and the rare prosecutions that reach courts drag on for years.
Indian Prime Minister Manmohan Singh said he was aware of the emotions the attack has stirred, adding it was up to all Indians to ensure that the young woman's death will not have been in vain.
The victim, who has not been identified, "passed away peacefully" early Saturday at Mount Elizabeth hospital in Singapore with her family and officials of the Indian Embassy by her side, Dr. Kevin Loh, the chief executive of the hospital, said in a statement.
The victim's body was cremated Sunday in New Delhi soon after its arrival from Singapore on board a special Air-India flight, amid an outpouring of grief by people across the country.
Singh and Sonia Gandhi, head of the ruling Congress party, were at the airport to receive the body and meet family members of the victim who had also arrived on the special flight.
After 10 days at a hospital in New Delhi, the Indian capital, the victim was brought Thursday to Mount Elizabeth, which specializes in multi-organ transplants. Loh said the woman had been in extremely critical condition since Thursday, and by late Friday her condition had taken a turn for the worse, with her vital signs deteriorating.
"Despite all efforts by a team of eight specialists in Mount Elizabeth hospital to keep her stable, her condition continued to deteriorate over these two days," Loh said.
The woman and a male friend, who also has not been identified, were on a bus in New Delhi after watching a film on the evening of Dec. 16 when they were attacked by six men who raped her. The men beat the couple and inserted an iron rod into the woman's body, resulting in severe organ damage. Both were then stripped and thrown off the bus, according to police.
As news of the victim's death reached New Delhi on Saturday, hundreds of policemen sealed off the high-security India Gate area, where the seat of India's government is located, in anticipation of more protests.
The area is home to the president's palace, the prime minister's office and key defense, external affairs and home ministries, and has been the scene of battles between protesters and police for days after the attack.
Police were allowing people to assemble at the Jantar Mantar and Ramlila grounds, the main areas allotted for protests in New Delhi, Bhagat said.
Mourners gathered at Jantar Mantar to express their grief and demand stronger protection for women and the death penalty for rape, which is now punishable by a maximum of life imprisonment. Women face daily harassment across India, ranging from catcalls on the streets, groping and touching in public transport to rape.
They put a wreath studded with white flowers on the road, lit a candle and sat around it in a silent tribute to the young woman. Members of a theater group nearby played small tambourines and sang songs urging Indian society to wake up and end discrimination against women.
Dipali, a working woman who uses one name, said the rape victim deserved justice. "I hope it never happens again to any girl," she said.
Dozens of students of Jawaharlal Nehru University in New Delhi marched silently to the bus stop from where the rape victim and her friend had boarded the bus on Dec. 16. They carried placards reading "She is not with us but her story must awaken us."
Sonia Gandhi, the governing Congress party chief, assured the protesters in a statement that the rape victim's death "deepens our determination to battle the pervasive, the shameful social attitudes and mindset that allow men to rape and molest women and girls with such an impunity."
The protesters heckled Sheila Dikshit, the top elected leader of New Delhi state, when she came to express her sympathy with them and forced her to leave the protest venue. They blamed her for the deteriorating law and order situation in the capital.
Meenakshi Ganguly, South Asia director of Human Rights Watch, said the woman's death was a sobering reminder of the widespread sexual violence in India.
"The outrage now should lead to law reform that criminalizes all forms of sexual assault, strengthens mechanisms for implementation and accountability, so that the victims are not blamed and humiliated," Ganguly said.
Prime Minister Singh said he understood the angry reaction to the attack and that he hoped all Indians would work together to make appropriate changes.
"These are perfectly understandable reactions from a young India and an India that genuinely desires change," Singh said in a statement. "It would be a true homage to her memory if we are able to channel these emotions and energies into a constructive course of action."
Mamta Sharma, head of the state-run National Commission for Women, said the "time has come for strict laws" to stop violence against women. "The society has to change its mindset to end crimes against women," she said.
Indian attitudes toward rape are so entrenched that even politicians and opinion makers have often suggested that women should not go out at night or wear clothes that might be seen as provocative.
Separately, authorities in Punjab state took action Thursday when an 18-year-old woman killed herself by drinking poison a month after she told police she was gang-raped.
State authorities suspended one police officer and fired two others on accusations they delayed investigating and taking action in the case. The three accused in the rape were arrested only on Thursday night, a month after the crime was reported.
"This is a very sensitive crime, I have taken it very seriously," said Paramjit Singh Gill, a top police officer in the city of Patiala.
The Press Trust of India reported that the woman was raped Nov. 13 and reported the attack to police Nov. 27. But police harassed the girl, asked her embarrassing questions and took no action against the accused, PTI reported, citing police sources.

Anne Arundel Community College students Marcelle Lee of Severna Park and Dustin Shirley of Odenton had never taken a digital forensics course at the school until this past summer, but they are fast learners.
The duo recently won the community college division of the U.S. Department of Defense Cyber Crime Center (DC3) Digital Forensic Challenge, a competition that challenges students to analyze digital clues related to cybersecurity and counterterrorism.
The win marked the second consecutive academic year that a team from Anne Arundel Community College has won the international competition.
The team's success also comes on the heels of Anne Arundel being designated one of eight National Centers of Digital Forensics Academic Excellence by the Cyber Crime Center last summer.
The designation means that students enrolled in the college's digital forensics program are receiving instruction that matches the objectives the Cyber Crime Center requires of its employees.
The center handles digital evidence processing and analysis for Department of Defense investigations, and assists the department in counterintelligence, counterterrorism or criminal investigations.
The annual competition is an online contest that includes graduate school, industry and military teams. Lee and Shirley, who called themselves the "Mad Hatters," not only won their division but finished 23rd among 1,209 teams from the United States and abroad.
The competition runs for about a year, and consists of 35 exercises featuring scenarios that test competitors' ability to recover and analyze digital evidence. The contest has a running leader board, and teams move up the board as they solve problems.
Shirley said the duo checked their scores throughout the competition and were told via email that they had won ? not bad for a team that didn't enter the contest until its midway point, and whose members scarcely knew each other before entering.
Lee said she heard about the DC3 Challenge after taking part in another cyber competition. Upon enrolling in the Cyber Crime Center contest, she discovered its exercises fueled her problem-solving skills.
Both Shirley and Lee signed up for a first-level cyber forensics course at the community college in the summer. After they advanced to "Cyber Forensics 2," class instructor Dawn Blanche suggested they team up for the DC3 challenge.
"Once we approached [the competition] we split up where our strong points were," Shirley said. "We were both new to the field, but we both did research on our own outside of school, and we kind of knew what we wanted to do for the challenge.
"We did as many problems as we could, because volume usually wins. As long as you're decently accomplishing the goal of the problem, you get points for it," Shirley said. "In the classroom we were learning ? the fundamentals. [Later] we were doing all of our research outside the classroom and applying it to a problem. It was almost like master's-level research."
Lee said a few of the challenge questions dealt with Internet history analysis, including browsing a user's history and using cookies as evidence.
"I loved the detective aspect of that sort of work," she said. "I like to tackle new things and learn things along the way."
"They worked tirelessly up until the buzzer, to use a sports term," Blanche said. "They did research levels beyond the foundation courses."
Anne Arundel Community College is quickly establishing a record for training students with cybersecurity prowess.
During the previous school year, students Richard Clark of Glen Burnie, Dina Duncan Haines of Severna Park, London Orcurto of Bowie and Christopher Rollins of Pasadena captured first place in the competition; and a second team of Douglas Hayden of Annapolis, Robert Singleton of Arnold, Jasper Tucker of Annapolis and Carly Wyman of Crownsville took third place in the same contest.
"It is high-caliber, and I think the thing that's so key about it is that it's hands-on," said Lee of the school's forensics programs.
"You're constantly ? using different tools and techniques, and there's no way you can get the same type of knowledge and experience from a book," said Lee, who noted that during classroom work, "we're solving problems and doing the same things that you would do in the DC3 Challenge competition."

The Food and Drug Administration has determined genetically engineered salmon won't threaten the environment, clearing it of all but one final hurdle before it shows up on shelves throughout the nation -- and igniting a final 60-day debate on whether it poses health risks before it's officially approved.
Although it's been nicknamed "Frankenfish" by critics, health professionals say they aren't worried the lab-engineered salmon will cause more allergies or other harmful effects than any other breed of fish.
"The hard science part is that we have been creating [animals] using genes and natural selection for years to genetically predict what kinds of food animals, and recreational animals and such we have on our planet," said Dr. William Schaffner, chairman of preventive medicine at Vanderbilt University Medical Center in Nashville, Tenn.
He cited thoroughbred horses, show dogs and crops as examples of genetically engineered plants and animals dating back centuries.
"When Farmer Jones did it in his cornfield to try to get a better crop, it didn't bother people," Schaffner said. "When scientist Jones did the same thing in a much more sophisticated fashion in a lab, that does bother people."

Schaffner thinks genetically engineered food is one way to help solve world hunger and, as long as the FDA thoroughly reviews it, there shouldn't be a problem.
But Rep. Dennis Kucinich, D-Ohio, said he's been disappointed with FDA decisions on genetically modified food since 1992, when the FDA determined it is equivalent to any other food. He said there's not enough science to allow AquaAdvantage onto our dinner plates, but the biotech industry has had so much influence in Congress that it's been impossible to stop.
"Now this latest action by the FDA somehow determined that the salmon is safe -- safe for who?" he asked. "Safe for the investors?"
Kucinich has introduced legislation related to genetically modified food and labeling in every Congress since 1997, but it has never passed. He said Monsanto, the $2 billion company that produces genetically modified seed and pesticides, is partially to blame because it has so much money and influence.
AquaBounty, the biotech firm that makes AquaAdvantage, contributed less than $150,000 toward lobbying Congress over the last three years, according to campaign finance records available on OpenSecrets.org. In contrast, Monsanto spent more than $19 million lobbying over the same time frame.
Kucinich said the AquaAdvantage issue is a complex one, and worries about whether the genetically altered fish will hurt naturally occurring wild fish populations by overfeeding because they grow twice as fast as their naturally occurring relatives. However, the most recent FDA finding showed that this is not a concern because the fish are mostly sterile and not expected to escape their man-made farms.

ALEPPO PROVINCE, Syria/BEIRUT (Reuters) - Syria's opposition leader has rejected an invitation from Russia for peace talks, dealing another blow to international hopes that diplomacy can be resurrected to end a 21-month civil war.
Russia, President Bashar al-Assad's main international protector, said on Friday it had sent an invitation for a visit to Moaz Alkhatib, whose six-week-old National Coalition opposition group has been recognized by most Western and Arab states as the legitimate voice of the Syrian people.
But in an interview on Al Jazeera television, Alkhatib said he had already ruled out such a trip and wanted an apology from Moscow for its support for Assad.
"We have clearly said we will not go to Moscow. We could meet in an Arab country if there was a clear agenda," he said.
"Now we also want an apology from (Russian Foreign Minister Sergei) Lavrov because all this time he said that the people will decide their destiny, without foreign intervention. Russia is intervening and meanwhile all these massacres of the Syrian people have happened, treated as if they were a picnic."
"If we don't represent the Syrian people, why do they invite us?" Alkhatib said. "And if we do represent the Syrian people why doesn't Russia respond and issue a clear condemnation of the barbarity of the regime and make a clear call for Assad to step down? This is the basic condition for any negotiations."
With the rebels advancing steadily over the second half of 2012, diplomats have been searching for months for signs that Moscow's willingness to protect Assad is faltering.
So far Russia has stuck to its position that rebels must negotiate with Assad's government, which has ruled since his father seized power in a coup 42 years ago.
"I think a realistic and detailed assessment of the situation inside Syria will prompt reasonable opposition members to seek ways to start a political dialogue," Lavrov said on Friday.
That was immediately dismissed by the opposition: "The coalition is ready for political talks with anyone ... but it will not negotiate with the Assad regime," spokesman Walid al-Bunni told Reuters. "Everything can happen after the Assad regime and all its foundations have gone. After that we can sit down with all Syrians to set out the future."
BRAHIMI TO MOSCOW
Russia says it is behind the efforts of U.N. mediator Lakhdar Brahimi, fresh from a five-day trip to Damascus where he met Assad. Brahimi, due in Moscow for talks on Saturday, is touting a months-old peace plan for a transitional government.
That U.N. plan was long seen as a dead letter, foundering from the outset over the question of whether the transitional body would include Assad or his allies. Brahimi's predecessor, Kofi Annan, quit in frustration shortly after negotiating it.
But with rebels having seized control of large sections of the country in recent months, Russia and the United States have been working with Brahimi to resurrect the plan as the only internationally recognized diplomatic negotiating track.
Russia's Middle East envoy, Deputy Foreign Minister Mikhail Bogdanov, who announced the invitation to Alkhatib, said further talks were scheduled between the "three B's" - himself, Brahimi and U.S. Undersecretary of State William Burns.
Speaking in Damascus on Thursday, Brahimi called for a transitional government with "all the powers of the state", a phrase interpreted by the opposition as potentially signaling tolerance of Assad remaining in some ceremonial role.
But such a plan is anathema to the surging rebels, who now believe they can drive Assad out with a military victory, despite long being outgunned by his forces.
"We do not agree at all with Brahimi's initiative. We do not agree with anything Brahimi says," Colonel Abdel-Jabbar Oqaidi, who heads the rebels' military council in Aleppo province, told reporters at his headquarters there.
Oqaidi said the rebels want Assad and his allies tried in Syria for crimes. Assad himself says he will stay on and fight to the death if necessary.
In the rebel-held town of Kafranbel, demonstrators held up cartoons showing Brahimi speaking to a news conference with toilet bowls in front of him, in place of microphones. Banners denounced the U.N. envoy with obscenities in English.
DIPLOMATS IMPOTENT
Diplomacy has largely been irrelevant to the conflict so far, with Western states ruling out military intervention like the NATO bombing that helped topple Libya's Muammar Gaddafi last year, and Russia and China blocking U.N. action against Assad.
Meanwhile, the fighting has grown fiercer and more sectarian, with rebels mainly from the Sunni Muslim majority battling Assad's government and allied militia dominated by his Alawite sect, an offshoot of Shi'ite Islam.
Still, Western diplomats have repeatedly touted signs of a change in policy from Russia, which they hope could prove decisive, much as Moscow's withdrawal of support for Serbian leader Slobodan Milosevic heralded his downfall a decade ago.
Bogdanov said earlier this month that Assad's forces were losing ground and rebels might win the war, but Russia has since rowed back, with Lavrov last week reiterating Moscow's position that neither side could win through force.
Still, some Moscow-based analysts see the Kremlin coming to accept it must adapt to the possibility of rebel victory.
"As the situation changes on the battlefield, more incentives emerge for seeking a way to stop the military action and move to a phase of political regulation," said Dmitry Trenin, director of the Carnegie Moscow Center.
Meanwhile, on the ground the bloodshed that has killed some 44,000 people continues unabated. According to the pro-opposition Syrian Observatory for Human Rights, a monitoring group based in Britain, 150 people were killed on Thursday, a typical toll as fighting has escalated in recent months.
Government war planes bombarded the town of Assal al-Ward in the Qalamoun district of Damascus province for the first time, killing one person and wounding dozens, the observatory said.
In Aleppo, Syria's northern commercial hub, clashes took place between rebel fighters and army forces around an air force intelligence building in the Zahra quarter, a neighborhood that has been surrounded by rebels for weeks.

Scientists have sequenced the genome of the fungus Pneumocystis jirovecii, an advancement that could help identify new targets for drugs to treat and prevent Pneumocystis pneumonia, a common and often deadly infection in immunocompromised patients. The study will be published on December 26, 2012 in mBio?, the online open-access journal of the American Society for Microbiology. The organism cannot yet be isolated and grown for study in the laboratory, so details about Pneumocystis pneumonia, the biology of P. jirovecii, and its pathogenicity are hard to come by. The genome sequence represents a wealth of new information for doctors and researchers tackling this disease.
Pneumocystis pneumonia is an opportunistic infection that strikes most often in individuals with diminished immune systems. The corresponding author of the study in mBio?, Philippe Hauser of the Centre Hospitalier Universitaire Vaudois and University of Lausanne, in Switzerland, says the disease gained importance in the 1980s.
"Recognized first among malnourished infants, P. jirovecii pneumonia became a public issue with the advent of the HIV epidemic," says Hauser. Today, the disease most commonly affects HIV-infected persons who are unaware of their status as well as solid organ transplant recipients and patients with hemato-oncologic or autoimmune diseases. Since the organism cannot be grown in the lab for study, researchers have long made do with studying P. jirovecii's lab-friendly relatives, species that infect animals and plants, in order to explore the secrets of the human disease.
"It is obviously better to study [P. jirovecii's] genes rather that those of Pneumocystis species from animal models. The genome has both medical and evolutionary interests for the scientific community," says Hauser.
Under normal circumstances, scientists sequencing the genome of a microorganism simply extract DNA from thick cultures of cells they grow in the lab. Since they were unable to grow P. jirovecii cells for their genomic DNA, Hauser and his colleagues took a different approach. They took a sample of bronchoalveolar lavage fluid from an individual infected with Pneumocystis pneumonia, then concentrated the P. jirovecii cells using immuno-precipitation and created copies of the DNA in the sample using a technique called random DNA amplification. This mixture of DNA strands, from P. jirovecii, human, and other microbes from the lungs of the infected patient, was then sequenced using high throughput technologies.
According to Hauser and his colleagues, the fact that the sequence data represented DNA from many different species created the biggest challenge they faced. "The major challenge of the study was the in silico sorting of the reads out of a mixture representing the human host and different organisms present in the lung microbiome," he says. This challenge was met through a collaboration with Marco Pagni of the Vital-IT group of the SIB Swiss Institute of Bioinformatics, who provided indispensable expertise and infrastructure.
Once the sorting task was accomplished, the researchers assembled the sequences into a genome and attempted to identify the functions of P. jirovecii's genes. This is the first time scientists have assembled the genome of a fungus from a mixed pool of DNA from a single source, often called a metagenome. Their analyses reveal a surprising fact: P. jirovecii is a parasite that must live within the human body to survive.
P. jirovecii lacks the genes necessary for creating some of the essential ingredients of life, a hallmark of obligate parasites, organisms that must rely on another creature for sustenance. "It implies that they need their host to provide these molecules. Thus, this has been quite an important finding which implied that human beings represent the reservoir of this pathogen," says Hauser. This is useful information, since it means that people are the only significant source of the organism and that both infected people and healthy carriers represent the only control points for limiting the spread of the disease.
The genome also shows that P. jirovecii apparently lacks the ability to make toxins and virulence factors, molecules that enable a microbe to invade and take advantage of its host. This makes sense, since P. jirovecii does not cause disease in healthy people, but only runs out of control when it is not confronted with an immune response.
In the study of infectious disease, access to the genome of a pathogen provides new information that can be pivotal in combating the diseases is causes. The hope is that the genome of P. jirovecii will lead to new advances in therapies for those suffering from Pneumocystis pneumonia. The current drugs of choice for treating Pneumocystis pneumonia are antifolates, but certain isolates of P. jirovecii have already developed resistance to antifolates, an ability that is very likely to spread. Now that the genome of P. jirovecii is assembled and available to researchers all over the world, scientists can tease out clues about the organism that will help identify targets for some badly needed new drugs.

COLUMBIA, S.C. ? While deployed to Iraq, Army Ranger Phillips McWilliams led patrols searching for roadside explosives and huddled with local leaders to help keep the peace.
Now back home in South Carolina and enrolled in law school, the 29-year-old is searching for other military veterans who are practicing attorneys or law students and willing to help their brothers and sisters in arms.
"There's definitely a need. An unprecedented number of veterans are filing claims with the VA, and they probably need help with it," he said McWilliams.
The Columbia native has become president of a group called "Service Members and Veterans in Law" at the University of South Carolina. He and several other veterans are on the lookout and hope to build a network of colleagues willing to give their time.
They have found dozens in this state capital and university community, and hope to reach out to law firms across this military-friendly state.
South Carolina is host to eight major military installations. In all, there are nearly 133,000 uniformed military, civilian Department of Defense workers and military retirees who live here.
The group has several goals, McWilliams said. He wants law schools to look at and accept military veterans as students; he also wants to build a network of students and attorneys who can help veterans assimilate into the educational system.
"We also want to create a group of practicing attorneys, and encourage them to do pro bono work" on veterans' or service members' behalf, he said.
McWilliams recently organized a get together for several dozen members.
"I'm reaching out to attorneys and several have expressed an interest in helping," McWilliams said.
As an example of the work he hopes the group can do, McWilliams decided to recognize the work of a local attorney who has devoted hours to helping military men and women in the community.
West Columbia attorney William Edwards from the firm of Moore, Taylor and Thomas was given a plaque, the first of what they hope will become an annual award.
The 34-year-old Edwards conducted about 225 hours of legal work on behalf of local soldiers and their families over the past 18 months, primarily dealing with landlord-tenant or other real estate issues. Real estate law is one of his specialties, he said.
Edwards said service members can find themselves in a dispute with a landlord if they are called upon to suddenly deploy, or if they can't get a deposit back when they have to change duty stations. Or they may be a landlord themselves, and have problems with a tenant while they are deployed overseas.
"Usually a phone call, or a letter, that takes care of it," said Edwards. "I'm pleased to be helping in some small way.'"
While having never served himself, Edwards said members of his family have, and so have members of his law firm.
"It's particularly hard to deal with some issues if you are deployed and your family is left behind," he said. "I just want to be able to give the service member some peace of mind."
Cindy Coker, public services director at the South Carolina Bar Association, recommended Edwards for the award.
"Will's become our go-to guy," Coker said. "He never tells me, 'no.' He's been extremely generous."
Dorothy Edgerton, an attorney who is the chief of legal assistance in the military legal office at nearby Fort Jackson, said the military is very grateful for the assistance of local attorneys.
Military attorneys working in the Office of the Staff Judge Advocate, as it is called, aren't licensed in the local courts and can't represent soldiers or family members involved in certain legal matters.
"We are very lucky to have the support from the legal community that we do have," Edgerton said. "It shows you how pro-military our state, and the bar association, is," she said.
McWilliams said there are many reasons for military veterans to get together, and he hopes they can build a nexus of attorneys to draw on. He said the group hopes to work on a golf tournament, with benefits going to the Hidden Wounds nonprofit organization that helps veterans deal with the lingering psychological trauma of combat.
"We just want to be able to get out, get together and enjoy a special bond," McWilliams said.

CARACAS (Reuters) - Venezuela will not call fresh elections if Hugo Chavez's cancer prevents him from taking office by January 10, the head of Congress said on Saturday, despite a constitutional mandate that the swearing-in take place on that date.
Chavez is recovering in Cuba from a six-hour cancer operation that followed his October re-election. The socialist leader has not been heard from for nearly two weeks, raising doubts as to whether he will be fit to continue governing.
Opposition leaders may pounce on the issue of the swearing-in date to demand that authorities call fresh elections because of Chavez's apparently critical state of health due to an undisclosed type of cancer in the pelvic region.
A constitutional dispute over succession could lead to a messy transition toward a post-Chavez era in the South American nation with the world's largest oil reserves.
"Since Chavez might not be here in on January 10, (the opposition) hopes the National Assembly will call elections within 30 days. They're wrong. Dead wrong," said Diosdado Cabello, the National Assembly's president and one of Chavez's closest allies, during a ceremony to swear in a recently elected governor.
"That's not going to happen because our president is named Hugo Chavez, he was reelected and is in the hearts of all Venezuelans."
He suggested Chavez may need more time to recover from his surgery. Officials in recent weeks have recognized his condition was serious, and the garrulous leader's unusual silence has built up alarm even among supporters.
The constitution says "the elected candidate will assume the Presidency of the Republic on January 10th of the first year of their constitutional term, via swearing-in by the National Assembly."
It says new elections are to be called if the National Assembly determines a "complete absence" of the president because of death, physical or mental impairment or abandoning the job.
The opposition believes it would have a better shot against Chavez's anointed successor, Vice President Nicolas Maduro, than against the charismatic former soldier who for 14 years has been nearly invincible at the ballot box.
Chavez allies want to avoid a public debate over the president's health because his cancer has been treated as a state secret. His treatment in communist Cuba has helped keep his condition under wraps, and the Venezuelan government has given only terse and cryptic statements about his post-operation recovery.
Constitutional lawyer Jose Vicente Haro said he expects the Supreme Court, which is controlled by Chavez allies, will rule that Chavez may extend his existing term without having to be sworn in with the expectation that he will eventually recover.
"What they are doing is taking the debate over succession from the National Assembly, which is where it belongs, and moving it to the Supreme Court where behind closed doors they can decide the next steps are," said Haro, a Chavez critic and constitutional law professor as the Universidad Catholic Andres Bellow.
Chavez has vastly expanded presidential powers and built a near-cult following among millions of poor Venezuelans, who love his feisty language and oil-financed social welfare projects.
Opposition leaders are smarting from this month's governors elections in which Chavez allies won 20 of 23 states. They are trying to keep attention focused on day-to-day problems from rampant crime to power outages.

Since making his ODI debut against Pakistan in December 1989, Tendulkar went on to play 463 matches for his country, amassing a tally of 18426 runs, studded with 96 half centuries and 49 centuries, each of them a world record. His last one-day appearance for India was also against the archrivals Pakistan in Dhaka during the Asia Cup in March, where he scored a half century to help his side register a six-wicket win.
The 39-year-old Indian batting legend, who is the world?s top run getter in one-day cricket, said that he was quitting to allow the Indian selectors to build a team for the next 50-over World Cup, to be held in Australia and New Zealand in early 2015.
"The preparatory process to defend the World Cup in 2015 should begin early... I would like to wish the team all the very best for the future," he said.
"Winning the World Cup [in 2011] is the proudest moment of my life. ... I couldn't control my tears of joy," added Tendulkar, who was part of the Indian squad that lifted the coveted trophy at his home ground Wankhede Stadium on April 2 last year.
Tendulkar also thanked his fans for their support and love over the years, saying, "I am eternally grateful to all my well-wishers for their unconditional support and love over the years."
Whilst the Indian batting legend has announced his retirement from the ODI format, it remains unclear if he would continue to play Test cricket, where he is also the leading run scorer with a tally of 15,645 runs from 194 matches at an average exceeding 54.
