Senate Democrats, GOP to stage votes on rival cuts

(AP) ? With across-the-board spending cuts all but certain, Republicans and Democrats in the Senate staged a politically charged showdown designed to avoid public blame for any resulting inconvenience or disruption in government services.

The two parties drafted alternatives to the cuts, but officials conceded in advance the rival measures were doomed.

At the White House, President Barack Obama invited congressional leaders to discuss the issue with him Friday ? deadline day for averting the cuts, which would slash $85 billion from military and domestic programs alike.

The cuts would carve 5 percent from domestic agencies and 8 percent from the Pentagon but would leave several major programs alone, including Social Security, Medicaid and food stamps, while limiting Medicare cuts to a 2 percent reduction to health care providers like doctors and hospitals.

Democrats controlling the Senate are pushing a $110 billion plan to block the cuts through the end of the year. The plan unwinds the cuts, increasing the deficit by $57 billion over the 2013-2014 budget years, while gradually repaying the money in future years.

The Democratic plan proposes $27.5 billion in future cuts in defense spending, elimination of a program of direct payments to certain farmers, and a minimum tax rate on income exceeding $1 million as the main elements of an alternative to the immediate and bruising automatic cuts, known in Washington-speak as a "sequester." In the near term, the Democratic bill also adds $3 billion for disaster assistance to farmers.

Republicans were sure to kill the Democratic alternative with a filibuster. They were poised to offer an alternative of their own that would give Obama authority to propose a rewrite to the 2013 budget to redistribute the cuts. Obama would be unable to cut defense by more than the $43 billion reduction that the Pentagon faces and would be unable to raise taxes to undo the cuts.

The idea is that money could be transferred from lower-priority accounts to accounts funding air traffic control or meat inspection. The White House says such moves would offer only slight relief, but they could take pressure off Congress to address the sequester.

Majority Democrats were sure to kill the GOP measure, too. Both the House and the Senate were set to send their members home Thursday afternoon, even as the deadline to avoid the cuts loomed the next day. Though bound to fail, the rival votes would allow both sides to claim they tried to address the cuts despite leaving them in place and exiting Washington for a long weekend.

Given longstanding, intractable differences over Obama's insistence that new tax revenues help replace the cuts, the meeting planned for Friday at the White House was not expected to produce a breakthrough. Another topic for discussion was how to avoid Washington's next crisis, which threatens a government shutdown after March 27, when a six-month spending bill enacted last year expires.

Republicans are planning to vote next week on a bill to fund the day-to-day operations of the government through Sept. 30, the end of the fiscal year, while keeping in place the $85 billion in automatic cuts.

The need to keep the government's doors open and lights on ? or else suffer the first government shutdown since 1996 ? requires the GOP-dominated House and the Democratic-controlled Senate to agree. Right now, they hardly see eye to eye.

The House GOP plan, unveiled to the rank and file Wednesday, would award the Pentagon and the Veterans Affairs Department with their line-by-line budgets, for a more-targeted rather than indiscriminate batch of military cuts.

But it would deny domestic agencies the same treatment, which has whipped up opposition from veteran Democrats on the Senate Appropriations Committee. Domestic agencies would see their budgets frozen, which would mean no money for new initiatives such as cybersecurity or for routine increases for programs such as low-income housing.

"We're not going to do that," said Sen. Tom Harkin, D-Iowa. "Of course not."

By freezing budgets for domestic agencies, the Republican plan would also deny additional money to modernize the U.S. nuclear arsenal and to build new Coast Guard cutters. GOP initiatives such as more money for the Small Business Administration or fossil fuels research would be hurt as well, but there's little appetite for the alternative, which is to stack more than $1 trillion worth of spending bills together for a single yes-or-no vote.

The senior Homeland Security Department official in charge of arresting and deporting illegal immigrants announced his retirement the same day the agency said that hundreds of people facing deportation had been released from immigration jails due to looming budget cuts, according to a letter obtained Wednesday by The Associated Press. The government said he had told his bosses weeks ago that he planned to retire.

Gary Mead, executive associate director over enforcement and removal operations at Immigrations and Customs Enforcement, disclosed his departure in an email to his staff Tuesday afternoon. The announcement of the release of the illegal immigrants had come earlier in the day.

President Barack Obama's spokesman, Jay Carney, said Wednesday that the decision to release the immigrants was made without any input from the White House. He described the immigrants as "low-risk, non-criminal detainees."

The announcement that a few hundred illegal immigrants were being released was among the most significant and direct implications described so far by the Obama administration about the pending, automatic budget cuts that will take effect later this week under what is known as sequestration.

Republicans in Congress quickly criticized the decision and pressed the Homeland Security Department for details.

In an email to his staff obtained by the AP, Mead said he was leaving the agency at the end of April "with mixed emotions." He did not say what prompted his departure. Mead did not immediately respond to an email and a telephone call.

A spokeswoman for the agency, Gillian Christensen, said there was no connection between Mead's announcement to his staff and the decision to release the illegal immigrants. She said Mead had told senior leaders in the agency several weeks ago that he planned to retire.

Mead said Tom Homan will succeed him as acting executive associate director.

At the White House, Carney said the decision to release what he described as "a few hundred" of the 30,000 illegal immigrants in federal detention was made by "career officials" at the immigration agency. He said the immigrants who were released were still subject to deportation.

"All of these individuals remain in removal proceedings," Carney said. "Priority for detention remains on serious criminal offenders and other individuals who pose a significant threat to public safety."

ICE is required by Congress to maintain 34,000 immigration jail beds. As of last week, the agency held an average daily population of 30,733 in its jails.

Homeland Security Secretary Janet Napolitano warned this week that DHS might not be able to afford to maintain those 34,000 jail beds and that mandatory budget cuts would hurt the department's core missions.

"I don't think we can maintain the same level of security at all places around the country with sequester as without sequester," said Napolitano, adding that the impact would be "like a rolling ball. It will keep growing."

According to the National Immigration Forum, it costs the government about $164 a day to keep an illegal immigrant facing deportation jailed. In a report on immigration detention costs last year, the advocacy group said costs for supervised release can range from about 30 cents to $14 a day.

Republican lawmakers have decried the jail releases. The chairman of the House Homeland Security Committee, Rep. Michael McCaul, R-Texas, sent a letter Wednesday to ICE Director John Morton asking who was released and what was being done to keep track of them.

"This decision reflects the lack of resource prioritization within the Department of Homeland Security and Immigration and Customs Enforcement and is indicative of the department's weak stance on national security," McCaul wrote.

Target sees solid year after weak holiday quarter

(Reuters) - Retailer Target Corp appears poised for a solid showing in the first quarter and forecast a higher profit for the year after a weak performance in the key holiday season.

Shares initially rose as much as 3.5 percent on Wednesday on the heels of the company's quarterly report, then gave up the gains in premarket trading, slipping 1.6 percent to $63.

For the current year, Target forecast adjusted earnings of $4.85 to $5.05 per share, which would exceed the $4.76 it earned last year.

Target did not give a sales forecast, but Chief Executive Gregg Steinhafel said the company faced a "highly promotional retail environment and continued consumer uncertainty."

Its fourth-quarter profit fell, as sales of food and value-priced items only partially mitigated weakness during the holiday season as shoppers held back from discretionary spending in an uncertain economy.

Target's holiday season included a disappointing showing for its collection of gifts sold in collaboration with high-end department store Neiman Marcus. The line that includes designer dresses and dishes launched on December 1, and Target sharply discounted the goods even before Christmas

Target earned $961 million, or $1.47 per share, in the fiscal fourth quarter, down from $981 million, or $1.45 per share, a year earlier. Target had fewer shares outstanding in the latest period.

Adjusted earnings, excluding items such as costs related to Canadian store opening plans, rose to $1.65 per share from $1.49 per share a year ago.

Target tempered profit expectations back in early January, when it reported flat December same-store sales and forecast earnings per share to meet or somewhat exceed the low end of its prior view. Target's outlook was for net earnings of $1.45 to $1.55 per share and adjusted earnings of $1.64 to $1.74 per share.

Target previously said sales rose 6.8 percent to $22.37 billion in the fourth quarter, with same-store sales up 0.4 percent. Same-store sales missed analysts' average target of 0.8 percent, according to Thomson Reuters I/B/E/S.

For the first quarter, Target forecast adjusted earnings of $1.10 to $1.20 per share versus $1.11 a year ago.

Texting Gloves Dangerous in Winter, Says expert

Feb. 26, 2013 ? The popular half-gloves that leave fingers uncovered for texting may be good for communicating electronically but they may also lead to permanent loss of fingers due to exposure to the cold.

"Fingers are one of the first body parts to feel the effects of the cold and damp and along with toes, ears and the nose are frequently subjected to frostbite and even amputation," says Arthur Sanford, MD, Division of Trauma, Surgical Critical Care and Burns, Loyola University Health System. "Better to fat finger a text due to wearing winter gloves than to lose a finger due to the cold."

Frostbite is most likely to happen in body parts farthest from the heart and those with large exposed areas. "Blood vessels start to constrict at or below 32 degrees Celsius to preserve body temperature," says Sanford. "The lack of blood in areas of the body can lead to freezing and the death of skin tissue."

Sanford says he treats frostbite in people of all ages. "The old lady who goes out in the snow to get her mail, falls, breaks a hip and lays in the cold and wet for hours until being discovered is a typical victim of frostbite," he says. "But the younger person who goes on a drinking bender and walks home in the snow and damp is also a familiar sight at Loyola trauma."

When suffering from prolonged exposure to cold, use room temperature or slightly warm water to gently revitalize the body. "Do not use hot water, do not rub with handfuls of snow and do not vigorously massage the frozen area," warns Sanford. Overstimulation can actually worsen the situation.

Winter wellness tips from Sanford and Loyola include the following:

? Dress in layers. "If a sweater, pair of socks or other article of clothing gets wet, you can quickly remove it and still be protected from the cold and wet," says Sanford.

? Wear a hat, gloves or mittens and proper footwear including socks and boots. "Texting gloves may look cool and be handy for communicating but it is better to wear full gloves or mittens and save your fingers," says Sanford.

? When outerwear becomes wet, go inside and change to dry clothing. "Wet socks especially are dangerous and can lead to a condition called trench foot which results in poor blood circulation, decay of tissue, infections and even amputation," says Sanford.

? If affected area becomes numb, turns red or blue, swells or feels hot, go to the emergency department. "An emergency physician will assess the tissue and take the proper steps to save the body part," says Sanford.

Hypothermia, when the body temperature is below 95 degrees F(35 degrees C), was the cause of death for 700 Americans between 1979 -- 1998. "Frostbite in January, operate in July is a common mantra here at Loyola," says Sanford. "Bundling up for winter may take you out of media circulation temporarily but better that than to permanently lose the ability to text due to frostbite."

We'd stop short of saying its the best phone screen we've seen, but it's definitely in the running. Colors are bright, text is crisp and viewing angles need to be seen to be believed. Thankfully, all that lovely screen real estate isn't being eaten up by some insanely outdated version of Android. On board you'll find Android 4.1.2 -- not the latest and greatest, but at least it's Jelly Bean.

While this won't necessarily work so well if you spend most of your time in a webmail client, most desktop mail apps offer an offline mode. Find it, turn it on, and start replying. When you go back online, the app will send your messages and you won't have to worry about constant replies.

DAYTONA BEACH, Fla. ? Neither NASCAR nor Daytona International Speedway has a lot of answers following the horrific crash at the conclusion of Saturday's Nationwide Series race that sent shards of metal and two tires flying into the stands injuring at least 28 fans.

The prevailing sentiment offered from NASCAR's vice president of operations Steve O'Donnell and track president Joie Chitwood was they don't have a lot of answers, they're going to look into the situation and they'll do whatever they can to create an even safer environment in the future.

(REUTERS)Track officials worked into the early morning Sunday to repair the hole ripped in the catchfence following the 12-car accident on the final lap of the Race4COPD 300. Work was completed at 2 a.m. ET. Chitwood and O'Donnell met at 8 a.m. Sunday morning to review the repairs, are confident they are satisfactory and the 55th running of the Daytona 500 will start on time, at 1:30 p.m.

Asked if the speedway would consider moving fans further away from the track for Sunday's race, Chitwood said no.

"We have over 100,000 seats on the frontstretch, I think we've got very good safety protocol," Chitwood said. "We had a structural engineering firm come in to look at our fencing, and based on their recommendations we installed a new fence.

"Incidents do happen, and I think that those are the exception, though. If you look at our 55 years of business, we have a pretty good safety record."

While it appears on video one of the tires flew over the 22-foot fence, Chitwood said they have not yet determined how it ended up nine rows into the stands. He did confirm that several fans were injured in the second level.

"I think we sit down and review everything in terms of what happened," Chitwood said. "I think NASCAR from a competition perspective will continue to address that, and we'd be happy, too."

When posed with the question about the future of racing at Daytona, where speeds reach 200 m.p.h., O'Donnell said the future of NASCAR's most famous track is not in doubt.

"We're very confident that we'll be racing here," he said. "Obviously, like I said, it's something we look at after every race. Unfortunately incidents take place at other tracks as well that we review. Daytona is a place we will be at."

Griner, Baylor women roll past Texas 67-47

WACO, Texas (AP) ? Brittney Griner scored 30 points and No. 1 Baylor celebrated a Big 12 title already in hand with dozens of former players in the stands for a 67-47 victory against Texas on Saturday.

Griner outscored the Longhorns by herself in the first half, contributing with 20 of the Lady Bears' 30 points. She finished with 11 rebounds and five blocks.

Baylor (26-1, 15-0 Big 12) finished the first half with an 11-2 run for a 30-16 lead in its 24th consecutive victory. The Lady Bears extended a pair of record streaks to 54 straight home wins and 37 in a row in conference. All three streaks are currently the longest in the nation.

Chassidy Fussell led Texas (10-16, 3-12) with 16 points but was just 7 of 20 from the field with six turnovers.

Texas scored six straight points to get within 19-14 when Kimetria Hayden hit one of her two 3-pointers ? the only long-range buckets for Baylor ? to start the half-ending run. Griner scored six of the last eight in the spurt, with Destiny Williams getting the other bucket on a rebound off a miss by Griner on a hook shot.

Odyssey Sims finished 15 points and six assists, and Hayden scored 11.

The Lady Bears spent most of halftime on the court while about 80 former players were introduced, and all the current and former players gathered for a quick photo. The 6-foot-8 Griner playfully stretched out on the floor in front of the group.

Griner was honored before the game for becoming the eighth Division I woman with 3,000 career points in Monday's win at No. 3 Connecticut. She moved up to No. 5 on the career list, passing Cindy Blodgett (Maine), Cheryl Miller (Southern California) and Chamique Holdsclaw (Tennessee). She's six points behind UConn's Maya Moore.

Griner also became the first player with 700 career blocks. She broke the NCAA record earlier this season. She has at least one block in 76 straight games.

Cliffs Natural Resources, Steelworkers sign pact ? Business ...

Cliffs Natural Resources and the United Steelworkers have ratified a 37-month labor agreement, retro?active to Sept. 1, 2012. The multinational company runs large iron mining operations in northern Minnesota.

The new contract will cover approximately 2,400 union-represented workers at Cliffs? United Taconite and Hibbing Taconite mines in Minne??sota, as well as two mines in Michi??gan?s Upper Peninsula.

The agreement provides a 4.5% wage increase with an additional bonus of $4,250 per employee. Health care benefits for current active workers, retirees and their surviving spouses are unchanged under the new contract.

Of all the various forms of light fixtures, pendants may offer the greatest opportunity to make a statement and introduce a pop of personality to a room.

Though functional?? in that they provide either overall ambient light or directed ?task? lighting?? pendant fixtures come in a wide range of styles, shapes, materials and colors that can be combined to form a dramatic sculptural focal point in a room.

Whether positioned over a sink in a kitchen, lined up in a row over a countertop, or suspended over a hall or dining table, pendant fixtures look and function at their best when employed using a few aesthetic and practical rules of thumb.

Read on for answers to the most frequently asked questions about pendant fixtures.

1. What should I look for in design?

Before buying a pendant fixture, consider the context. The style of your home and your decor is the best starting point. Are your rooms modern and minimalist or warm and rustic? Is your home classic and traditional, playful and eclectic, rich and glamorous, or understated and simple? Opt for a fixture with materials and shapes that complement your style or that provide an interesting counterpoint to other furnishings.

For a rustic space, you might opt for a schoolhouse-style pendant with antique pewter or iron hardware. In a modern space, a sleek linear chrome or brushed-nickel fixture would be more suitable. An eclectic room is ideal for a whimsical fixture with a colorful glass shadeNiche-Modern-Oculo-Group-Modern-Pendant-Light%20rev, while fabric-covered rectangular or drum-shaped fixtures are great transitional lighting elements that can work with most interior looks.

Also, think about where the fixture will be placed. Pendants over dining tables offer the greatest potential for a dramatic statement. Hanging them in a group? Then a subtle, compact fixture might be more appropriate.

When choosing multiple fixtures to place over a bar or countertop, consider what is commonly known as the ?rule of three,? which calls for three identical fixtures to establish a rhythm and sense of balance (patterns of odd numbered elements being more pleasing to the human eye). And if most of your furniture is boxy in shape, consider choosing a round or cylindrical fixture as a counterpoint, or vice versa.

2. What size and scale should I choose?

Pendant fixtures look best when their size and scale is in harmony with the size and scale of the room and its furnishings. A band of pendants running the length of a kitchen bar or countertop should be at least 10 inches smaller in diameter than the width of the counter. Why? To leave headroom for anyone seated beneath.

A massive dining room can handle a massive pendant or chandelier, while a compact breakfast nook needs a smaller-scale fixture in keeping with its size.

In general, however, bigger is better with pendants if your goal is to make a powerful visual statement. Diminutive pendants lose their impact among other room elements. So long as you follow the headroom rule above, opt for the biggest pendant that will work in your context. Just be careful not to produce a barrier effect between one side of the counter or table and the other.

Another approach for choosing the size of a pendant or chandelier in a foyer is to simply add the room?s dimensions together and change the total from feet to inches. For example, if your foyer is 11? by 14?, add 11 plus 14 to get 25. The proper pendant or chandelier size chandelier would be 25? in diameter.

3. What is the ideal height for a pendant?

crateandbarrel-innerlace-pendant-lampThere are two approaches to positioning pendants properly over a dining table. One is to hang the bottom rim of the pendant 60 to 66 inches from the floor. The other is to suspend it about 30 inches above the table surface. Either approach will yield the same result by providing ample illumination on the table surface while shielding the glare of the light sources from the eyes of diners around the table.

If your ceilings are more than 8 feet high, increase the height of the chandelier or pendant 3 inches for each additional foot of ceiling height. If a pendant fixture or a series of fixtures is placed over a bar or raised counter, the bottom of the fixture should (ideally) float 30 inches above the counter surface, though this may vary depending on the height of the inhabitants or the function of the table or counter surface (desk surfaces, for example, need light positioned about 16 inches from the surface). For a pendant in a foyer, suspend the fixture so that its bottom hangs about 7 feet from the floor.

4. When should I use multiple pendants in a row?

This is a great option over a very long dining table, or over a kitchen bar or counter. The key to using a collection of pendants in any space is finding balance among all of the other competing elements in the room. In some cases, such as over a short, wide counter in a small room, it may be worthwhile to break the ?rule of three? and instead use one or two larger pendants to call attention to the bar while keeping the space from looking too busy. When placing pendants in a row, the space between the bulbs or light sources (not the edges of the fixture themselves) should be about 30 inches apart.

5. Should I use a dimmer?

It?s always worthwhile to install a dimmer. Not only does it allow you to control the mood and amount of light shed on any given surface or space; it?s also a great way to limit energy consumption and lower your energy bills.

CSN: Eagles' Kelly says he wants to coach Foles

INDIANAPOLIS -- If the door seemed to be slammed on Nick Foles when Michael Vick restructured his contract, it swung wide open Thursday after coach Chip Kelly insisted the competition at the team?s most important spot is far from decided.

In the first Scouting Combine podium interview of his NFL coaching career, Kelly not only reaffirmed that his impending quarterback jostle wouldn?t feature an early front-runner but also that Foles would be sticking around for the fight.

?I want to coach Nick and I want to get the chance to spend some time with him and see him,? Kelly said. ?I?ve said it before. I was a big fan of his [at Arizona] -- the way he plays the game, his toughness, his ability to throw the ball very accurate. I want to hopefully get a chance to get him out on the practice field and see what he does.?

Foles, drafted last year in the third round, started six games after taking over for a concussed Michael Vick and won just one of of his six starts. But he also completed 61 percent of his passes and averaged 240 passing yards per game, which had never been done before by an NFL rookie quarterback.

But when Vick preserved his roster spot Feb. 11 by agreeing to a hefty pay cut, the general assumption was that Kelly preferred Vick?s athleticism and mobility for the offense he intends to run.

At the least, it seemed to indicate Kelly?s willingness to wipe Vick?s slate clean after two nightmarish seasons.

A report from USA Today then surfaced that former Eagles coach Andy Reid, who drafted Foles last year in the third round, would be interested in reuniting with his former quarterback in Kansas City.

That same day, CSNPhilly.com?s Reuben Frank reported that the Eagles weren?t shopping Foles and had no intention of trading him unless they were offered a deal too sweet to pass up.

"He's not available,? said Reid, who spoke at the Combine podium for the first time in his 15 seasons as an NFL head coach. ?You just had Howie up here, so I think you know that. Listen, Nick is the property of the Philadelphia Eagles, so I think they like him. I drafted him along with Howie. Howie's still there, and I know Howie likes him."

Kelly, who said he was unaware of the USA Today report, didn?t rule out any transaction that would upgrade his roster but added this of Foles: ?I want to coach him.?

Kelly and the rest of the staff are here this week to scout more than 300 college prospects and interview select prospects that they?re potentially targeting. The Eagles have the No. 4 overall pick in April?s draft but the quarterback crop is weaker than past years and there aren?t indications that Kelly and Roseman would use a first- or second-round pick to upgrade the position.

Roseman backed up Kelly?s endorsement of Foles and the concept of an equal competition.

?[Kelly] told you the same thing he's told us. He wants to coach him, not just see him,? Roseman said. ?This is a young, talented player who didn't even have a chance to play with all our frontline guys on the offensive line or skill-position players. He's a talented guy. We just drafted him last year.

?I think this is a different situation than we've had the past couple years where we had quarterbacks. We like the player, we like a lot of things about the player, he's a young player in the league and we're trying to accumulate good players. We're not in the business of trying to get rid of our good young players."

Kelly has watched every cut-up of Foles? rookie season and observed some of the same strengths that he remembered from their Pacific 12 Conference clashes, when Foles led the Arizona offense against the Kelly-coached Oregon Ducks.

Foles never beat Oregon but passed for 398 yards, threw three touchdowns and completed 60 percent of his throws -- including a third-down conversion on a left-handed flip -- in his senior season.

?Nick?s tough, Nick?s very accurate. Really, [he] can get the ball to different places,? Kelly said. ?I know we tried to present him with some different looks when I was at Oregon and trying to defend him and he always seemed to have an answer. He did a great job of putting the ball where I think it was supposed to be.

?When you watch the film, if we were going to be light somewhere in coverage, he seemed to find the spot where we were light in coverage. Just a guy that I?ve been impressed with. We -- and he?ll tell ya -- we hit the heck out of him, and he just kept coming.?

Once again, Kelly faced questions about whether Foles? minimal foot speed and mobility would clash with the identity of the offense he intends to implement compared to the athletically superior Vick.

Once again, Kelly shot down theories that his Eagles offense would completely mirror the schemes he designed at Oregon or that he would force feed his playbook to a quarterback whose best assets weren?t suited for the blueprint.

?I?ve said that 1,000 times,? Kelly said. ?When I was at the University of New Hampshire we threw it on every down because that kid (Ricky Santos) was really good. He threw 123 touchdowns and like 22 interceptions in a four-year span and he probably ran a 5.0 in the 40. So we catered to his strengths and I threw the ball more there than I did at Oregon.

?When I got to Oregon, when I got there I was fortunate that I had Dennis Dixon on our roster. That?s what I think any coach does. You go figure out what your personnel can do and you play to your strengths.?

Rules of the CBA have prevented Kelly from working on the practice field with any of his quarterbacks or sitting down with them in a film room to pore through tape or discuss future schemes.

The trick will be designing his offense around the quarterback who emerges as the best option, which sounds like the cart goes before the horse given the total contrast of skill sets among Foles, Vick, Dixon and Trent Edwards.

Only after he sees them compete on the field this spring will Kelly start to whittle down the playbook and begin to settle on one quarterback to lead his offense, which adds some extra flavor to this year?s minicamps and OTAs.

At training camp, there won?t be enough reps for all four to share the ball equally.

?But in April there is,? he said. ?In May and June there is. And when you get through the preseason camp, it?s like anything else. As you start to get close to the season you cut those down and you start to make a decision on who your guys are going to be. But I think in April you?re silly not to look at everybody.?

HP's 1Q offers glimmer of hope, stock surges

SAN FRANCISCO (AP) ? Hewlett-Packard Co.'s latest quarterly results provided a glimmer of hope after months of gloomy news.

The fiscal first-quarter numbers announced Thursday topped what the slumping personal computer maker's own management and stock market analysts had forecast.

Like other PC makers, HP has been struggling to adapt to a shift toward smartphones and tablet computers, which are siphoning sales from desktop and laptop machines made by HP and other companies. Adding to the problems were some acquisitions gone awry. Over the past two quarters, HP announced losses totaling $15.3 billion as the company accounted for those mishaps, to the shock of Wall Street. The jolt caused HP's stock to plunge to its lowest price in a decade just three months ago.

The shares have rebounded since then, though they still remain about 20 percent below where they were in Sept. 2011, when the company fired Leo Apotheker as its CEO and hired Meg Whitman, who became a high-tech star while running eBay Inc.'s online marketplace.

The same problems are still plaguing HP, but signs of progress in the latest quarter indicated that the company's turnaround efforts are running ahead of schedule. Whitman has consistently said it may be several years before HP is on solid ground again.

She said the company is in the best condition since she was hired as CEO. "The patient showed some improvement," Whitman told The Associated Press in a Thursday interview.

She stopped short of predicting HP will be fully cured more quickly than she anticipated. "I don't want to get out over my skis." Whitman said.

In a show of confidence, HP provided an earnings forecast for the Feb.-April quarter that was higher than analysts' projections.

The company's stock rose 94 cents, or 5.5 percent, to $18.04 in after-hours trading. At its recent low, the stock was down to $11.35.

HP earned $1.2 billion, or 63 cents per share, in the three months ending Jan. 31. That was a 16 percent decrease from nearly $1.5 billion, or 73 cents per share, at the same time a year earlier.

Excluding certain accounting items, HP would have earned 82 cents per share. That was well above the average estimate of 71 cents per share among analysts surveyed by FactSet.

Revenue fell 6 percent to $28.4 billion, about $470 million above analysts' projections. It was nearly $30 billion a year earlier. It's the sixth consecutive quarter that HP's revenue has dropped from the previous year.

Excluding one-time items, HP expects to earn 80 to 82 cents per share in the current quarter. Analysts estimated earnings of 77 cents per share.

HP isn't predicting when its revenue downturn might end. In a conference call with analysts, Whitman said HP still faces a "long road ahead" before its revenue is growing again. To help offset the revenue decline, HP is in the process of eliminating 29,000 jobs, or about 8 percent of the workforce when it was announced, in a streamlining scheduled to be completed by Oct. 2014. Whitman said about 15,300 of the jobs targeted in the cost-cutting program have been jettisoned so far. About 3,500 people left in the most recent quarter.

The Palo Alto, Calif., company's biggest headaches remain rooted in the HP division that includes PCs, where revenue fell 8 percent from the previous year. Printer sales also continued to slide, although not quite as severely, with a 5 percent decrease.

Whitman is trying to reverse the trend by expanding into tablet computers and selling an array of machines running on Windows 8, a radical redesign of Microsoft's widely used operating system.

HP had tried to previously challenge Apple Inc.'s trend-setting iPad in 2011 with a tablet running on software that it acquired from Palm Inc., only to quickly abandon the device. The company's latest tablets run on Windows 8 or scaled-down versions of that operating system.

Whitman also believes HP could benefit from rival Dell Inc.'s agreement to sell itself to CEO Michael Dell and a group of investors for $24.4 billion. If it's approved the deal could saddle Dell with an additional $15 billion in debt ? a burden that Whitman believes will raise questions about the company's ability to innovate and tend to the needs of its corporate customers.

"It is an opportunity for us because I know firsthand what instability is like," Whitman said in the AP interview. "I think we are really well positioned for this next big shift in technology. We are excited about it and feel good about where we are."

Dell's decision to end its 25-year history as a publicly traded company has spurred speculation that HP might take a radical step, too, to boost its stock price. The most popular theory is that HP will sell or spin off its PC and printer operations to concentrate on more profitable technology markets in business software and various services.

"We have no plans to break up HP," Whitman said in an interview. "We are convinced that these divisions are better together than they are alone."

Among the recommended actions: having Mr. Obama send the Senate the 1997 treaty on banning land mines (as 161 countries have already done); taking a tougher stance toward allies ? like Saudi Arabia and Bahrain ? with less-than-stellar human rights records; and working with Russia to reduce the hair-trigger, launch-ready alert status on both nations? nuclear-tipped missiles.

Capitalism and North Korea?s leaders

With North Korean leader Kim Jong-un having just overseen his nation?s third nuclear weapons test, The Economist magazine?s Feb. 9 cover story takes a very timely look at how ?capitalism is seeping through the bamboo curtain? with consequences the despotic Mr. Kim may not be able to control.

The North Korean famine of the 1990s, which killed up to 1 million people, triggered a breakdown in the government?s control over food distribution. So individual entrepreneurs began selling food grown in family plots. That market impulse has grown. ?It has become clear that other merchants today operate on a far more ambitious scale, exporting raw materials to China and bringing back consumer goods,? the Economist reports. So, the magazine says, money talks in today?s North Korea in ways that have a variety of destabilizing consequences.

For example, traders bring in computers, radios, and mobile phones, which diminish the Kim regime?s control of information. That allows some North Koreans to have a more acute sense of how impoverished their lives are compared with those of citizens of neighboring South Korea.

The role of the sexes has changed as women, who run some black markets, have become the breadwinners in their families. And there is a widening gap between the lives of market-involved elites centered in Pyongyang and the lives of the chronically underfed rest of the country.

Who are the millionaires?

The debate over how to reform the US tax code will be one of the top political stories of 2013. Whether America?s richest individuals are paying their fair share will be a key aspect of the debate. So it is useful to get a clearer picture of the financially fortunate.

?[T]he common conception of millionaires, on whom so much of the nation?s long-term fiscal viability depends, is largely a caricature,? writes Graeme Wood in the conservative National Review.

The first step in understanding millionaires, Mr. Wood writes, is a matter of definition. One group of millionaires are those who have assets like homes, savings accounts, and pensions that are worth a million dollars. ?The majority are working people,? Wood writes, and some 5.26 million households meet that definition.
The second group of millionaires consists of those who earn a million dollars or more a year. This much more rarefied group includes fewer than half a million households a year. Wood notes that many in this group are ?lucky one-timers,? folks who won the lottery or inherited from wealthy parents.

Only the 200,000 households with $20 million or more in assets have ?the financial equivalent of a perpetual-motion machine, capable of spontaneously replenishing itself and fairly reliably producing large amounts of money for its fortunate owner,? Wood says.

The New Yorker provides a vicarious glimpse into the dangerous, silent, and exhilarating world of skyscraper window washers for readers whose own jobs may offer less excitement.

The advent of computer design software made it practical for architects to create buildings with a different window configuration on every floor, ?turning Manhattan into a crystal garden of geometric forms and irregular shapes,? writes Adam Higginbotham. At the same time, the work of men with buckets and squeegees has remained just outside the reach of automation.

Thus it is that window washers still have to step out onto an 18-inch-wide walkway outside the 103rd floor of the Empire State Building.
When Mr. Higginbotham joined a window washer there, briefly, he writes, ?I sank to my knees in what may have resembled an attitude of pure terror.?

Google Glass to launch this year for under $1,500

Everyone's favorite future toy, Google Glass, may soon be more than a gadget-blogger's fantasy. Tech website The Verge has gotten official confirmation from Google that they plan to launch the head-worn device before the end of the year, and for under $1,500.

If you feel the price is bit much to ask for a pair of dorky-looking cyber-glasses, you're not alone. But there are two things you can count on: that the first generation of a new kind of device will always be both expensive and a little clunky, and that people will buy it anyway.

$1,500 is what Google charged developers who wanted early access to the device, and a recently-launched contest with Glass as a reward still requires the winner to pay that sum (and pick it up in person, no less). But they told The Verge that a "fully-polished" version of the device would be out by the end of the year and would cost less ? though they didn't say by how much.

Spain, France to miss debt goals as euro zone stays in recession

BRUSSELS (Reuters) - The euro zone will not return to growth until 2014 and struggling Spain and France will be among those who miss debt-cutting targets as a result, the European Commission said on Friday.

Paris and Lisbon said they would seek more time from Brussels to reach their deficit goals. Madrid has already indicated the same.

The EU's executive said the euro zone economy, which generates nearly a fifth of global output, would shrink 0.3 percent in 2013 after a 0.6 percent fall last year, blaming a lack of bank lending and record joblessness for delaying the recovery.

That represented a marked downgrade of the Commission's prediction from November that the euro zone would grow this year. The euro slipped on the back of the forecasts.

The currency bloc is consolidating its public finances to regain market trust after excessive government spending, real-estate bubbles and lack of competitiveness triggered a sovereign debt crisis.

"The ongoing rebalancing of the European economy is continuing to weigh on growth in the short term," EU Economic and Monetary Affairs Commissioner Olli Rehn said.

Under EU budget rules, sharpened at the peak of the crisis in late 2011, euro zone countries can face fines if they fail to take action to meet deficit targets set by EU finance ministers.

Progress is uneven among the 17 countries sharing the euro.

The main laggard was Spain, which badly missed the 6.3 percent of GDP target for 2012 with a result of 10.2 percent. While that included 3.2 percent of GDP cost to recapitalize banks, even at 7.0 percent the deficit was above target.

This year, Madrid will have a deficit of 6.7 percent rather than the 4.5 percent set for it. And unless policies change, Spain will have a gap of 7.2 percent in 2014 against the target of 2.8, the Commission said.

FRENCH CRITICISM

Euro zone countries whose economies perform much worse than expected can count on an extension of deficit deadlines.

But they need to show that while they missed the nominal deficit target because of recession, they have still cut the structural deficit, which strips out the effects of the economic cycle and one-off effects.

French Finance Minister Pierre Moscovici said he would talk to Brussels about pushing back the deficit-cutting timetable and now aims to hit 3 percent of GDP in 2014 not this year.

Portuguese Prime Minister Pedro Passos Coelho also chipped in, saying Lisbon needed an extra year to get its budget deficit under 3 percent given a weaker than expected economy.

Rehn said decisions would be looked at in May but others were less charitable, particularly towards Paris.

European Central Bank board member Joerg Asmussen urged Paris to take "concrete and measurable" steps to cut the budget deficit, saying France faced a test of its credibility and had to come as close as possible to its 3 percent goal this year.

Michael Fuchs, a senior lawmaker in Chancellor Angela Merkel's conservative party, referred to France as a "problem child" that was badly trailing its partners on economic reform.

Madrid looks much further off track.

Spain, in recession last year and seen shrinking again this year, was asked last July to cut its structural deficit by 2.7 points in 2012 to 4.3 percent of GDP and by 2.5 points in 2013.

Commission data showed it came nowhere near doing so, and will fall short again in 2013.

Yet Rehn signaled Madrid's efforts may be seen positively when the Commission decides in May whether to grant more time to governments or to step up disciplinary action.

"In the case of Spain, its seems that the structural fiscal effort has been undertaken and there has been also an unexpected shortfall of growth," he said.

One of Spain's main problems is a record high level of unemployment which is to reach almost 27 percent of the workforce this year. Joblessness in the whole euro zone is set to peak at 12.2 percent, or more than 19 million people, in 2013, the Commission said.

Germany will remain the motor of the euro zone economy, expanding 0.5 percent this year and 2.0 percent in 2014, while the second biggest economy of France stagnates and third biggest Italy only emerges from recession next year.

France will also miss its nominal deficit targets - this year's shortfall will be 3.7 percent rather than the 3.0 percent agreed with the EU, because of the weaker than expected growth.

But Paris hit its nominal deficit target last year and cut its structural deficit by more than required. It could repeat that feat this year.

Commission forecasts showed Portugal's headline budget deficit rose to 5.0 percent of GDP last year from 4.4 in 2011 and will only ease to 4.9 percent this year, unless policies are altered.

But Portugal's GDP is now seen shrinking almost twice as much as previously this year -- 1.9 percent instead of 1 percent.

"I think it would not be surprising if there was an opening on behalf of the European Commission," Passos Coelho said.
